How do you find out who actually made a vape?
Written from the source maps in research/sources-china.md and research/sources-apac.md, and from the source registry behind this dataset.

Why does starting from the brand name fail?
A cannabis vape brand is a label applied to hardware somebody else built. In the common case the battery, tank and coil ship as one sealed unit assembled at a factory and filled somewhere else entirely, the seam this whole exercise exists to cross. Nothing in that arrangement requires the brand to be registered as a manufacturer in any jurisdiction, so a brand-name search returns storefronts and marketplace listings rather than records.
The device is different. A pen with a radio, a screen or a charging circuit has to clear an electrical or radio-certification regime in every market it is legally sold in, and those regimes ask for the manufacturer by name. That is why the method starts at the hardware model and the certification marking, and only comes back to the brand at the end.
Two of the five record types in the method are keyed to the device rather than the company: certification records, and the HS code on the customs paperwork. China splits HS 8543.40 at ten digits, `8543400010` for devices that vaporise the nicotine products classified under 2404.12, `8543400090` for other personal vaporisers, while the US and global tariff bucket stops at six, so the Chinese-side classification separates device flows from nicotine-product flows at a resolution the US side cannot (海关总署公告 2022年第78号, in force from 1 September 2022; plain `8543400000` is superseded).
Which five record types carry the answer?
| Record | What it names | Join key |
|---|---|---|
| Radio or electrical certification | Manufacturer and country of manufacture, applicant, and model name | Model name; applicant name |
| Bill of lading (US import side) | Shipper, consignee, notify party, product description, weight, port, date | Company names; HS code |
| Company registry | Legal name, credit code, legal representative, shareholders, address, business scope | Unified social credit code; company name |
| Patent licence recordation or trademark assignment gazette | Two named companies and the date rights moved between them | Patent number; trademark number |
| Production or export licence roster | Whether an entity is permitted to produce or to export, and under which sub-type | Company name |
Only the fourth row produces a link you can cite rather than infer. A recorded patent-implementation licence (实施许可备案) or a patent pledge (专利质押), both visible through CNIPA's examination-information query, is a documentary contract between two named parties with a date; a gazetted trademark assignment is the same thing for a mark. Everything else in the table supports an inference, and an inference has to carry its confidence level on the page.
Which single record names both the factory and the local company?
Korea's conformity-assessment register, run by the National Radio Research Agency, carries 제조자 (manufacturer), 제조국 (country of manufacture), 신청자 (applicant) and 모델명 (model name) in one row, with Excel and CSV download and no login. That is a Chinese factory, a Korean importer or brand, and a specific model, in a single public record, the structural equivalent of an FCC grantee record, and the best single-source answer found anywhere in the Asia-Pacific research.
This matters beyond Korea. A factory that certifies a model in Seoul is usually certifying the same model elsewhere, so a Korean conformity row can name the manufacturer behind a device sold under a different label in a different market. It is a product-certification record rather than a corporate one, and that is exactly why it works: it links a named factory to a named local entity per SKU, which is the shape of edge this graph is built from.
There is more on that register, including what it does and does not let you conclude, in the Korea guide.
What does this method still not tell you?
It does not give you volume or price per company from the Chinese side. No free or government Chinese source publishes either, and that is a measured finding in the research rather than a gap in it. Company-level volume comes from the import side, the consignee-level bill-of-lading record, and Chinese commercial trade-data vendors very likely resell the same import-side data back to you.
It also does not resolve beneficial ownership. Hong Kong's Significant Controllers Register is explicitly not public, it is kept at the registered office and inspectable only by law enforcement, so an offshore filing gives you directors and shareholders of record, which may be nominees, and never the ultimate owner through official channels.
The checks, in order
Each step is a record you can pull yourself. None of them involves looking at packaging.
- 01Start from the device, not the brand
Identify the hardware model and any certification marking on it. The brand name is not registered anywhere as a manufacturer; the device model is what certification and customs records are keyed to.
#step-1 - 02Find a certification record that names the manufacturer
A device with a radio, a screen or a charging circuit has to be certified somewhere. US FCC filings and Korea's RRA conformity register both carry the manufacturer name as a field, with the applicant named separately.
#step-2 - 03Pull the import side
US bills of lading name the shipper and the consignee per shipment, with HS code, weight and port. This gives you the exporter of record and the US importer of record as a dated pair.
#step-3 - 04Resolve the exporter to a legal entity
The shipper on a bill of lading is usually a trading company or an offshore entity. Resolve its English name to a registered entity through the NVOCC filing list, the Hong Kong Companies Registry or Taiwan's MOEA query, then to the mainland registry by unified social credit code.
#step-4 - 05Separate a plant from a trading desk
Check whether the entity physically produces anything: a pollutant-discharge permit, a safety-standardisation listing or an annual-report social-insurance headcount all distinguish a factory from a one-room office.
#step-5 - 06Look for a documentary link, not an inference
A recorded patent-implementation licence or a gazetted trademark assignment is a contract between two named companies with a date on it. Where one exists, the relationship is documented rather than inferred, and should be recorded as such.
#step-6 - 07Check the licence roster last
Whether the plant holds a production licence tells you how it is permitted to operate, not who it builds for. Check it last, and record an absence as an absence in the records rather than as a finding.
#step-7
Questions people ask
- Can you tell who made a vape from the packaging?
- No. Packaging carries no registration anywhere and is the cheapest part of a device to copy. Every step in this method runs on a record somebody had to file, a certification, a manifest, a registry filing, rather than on anything printed on a box.
- What is the single most useful record if you only check one?
- A certification record that carries the manufacturer as a field. US FCC filings and Korea's RRA conformity register both name the manufacturer alongside the applicant and the model, which is the only common record type that names both ends of the link in one row.
- Does a missing production licence mean a factory is operating illegally?
- No. An absence means a search of the published lists did not return a match on the date shown. Chinese production-licence rosters are published as periodic name lists rather than as a queryable register, and the research could not confirm that a structured official licensee table is published at all.
