What is an STMA production licence, and why does its absence matter?

An STMA production licence is the authorisation China's tobacco monopoly administration issues for e-cigarette manufacturing, and it comes in named sub-types, product, atomiser, nicotine and, separately, contract manufacturing (电子烟代加工), rather than as one undifferentiated permission. As of 11 October 2026 the contract-manufacturing sub-type is the regulator's own label for a plant that builds other companies' brands, and an absence of any licence record is an absence in the published lists rather than a finding about a company.

What does the licence actually authorise?

Production of e-cigarettes in China runs through the tobacco-monopoly track, not the general consumer-product track, and the licence is issued against a specific category of production. The sub-types are distinct and named: 电子烟产品类生产企业 for finished products, 雾化物类 for the atomised substance, 烟碱类 for nicotine, and 电子烟代加工企业 for contract manufacturing. Wholesale is licensed separately again, as 电子烟批发企业.

The distinction between those sub-types is the useful part. A roster of licensed factories treated as one list tells you which companies may produce. The same roster split by sub-type tells you which companies the regulator has authorised specifically to build somebody else's product, which is a factory-to-brand relationship, labelled by the state rather than inferred by us. Two confirmed holders of contract-manufacturing licences are subsidiaries of BYD Electronics and of Jincheng Pharma.

A device built to the Chinese domestic standard is also a defined object: GB 41700-2022 《电子烟》 took effect on 1 October 2022, with GB/T 41875 covering the atomised substance. That standard is the baseline a product built for a different market departs from, which is why the standard text is worth reading alongside the licence roster. The term itself is defined on the STMA glossary entry.

02

What does it mean when no licence is found?

It means a search of the published lists did not return a match on the date of the check. That is worth stating precisely, because the gap between that sentence and a conclusion about a company is the whole editorial line this site is drawing. An absence can reflect a filing nobody has reached, a list that is republished as a flat name roster with no identifiers to match on, or a company that genuinely holds no licence, and the published material does not let you distinguish the three.

In this dataset the licence check is run against every factory profile and the count is published as a single figure, stated once: see how many tracked factories have no production licence on file. Of the 0 factories tracked here, the ones with no licence record are linked from this guide so the shape of the absence is visible on a profile rather than only as a number.

What an absence does legitimately do is change the weight of other evidence. An exporter shipping hardware with no licence link upstream is a gray-market signal in the sense that the chain cannot be closed on the records, not in the sense that anybody has been found to have broken a law.

03

Can you actually get the licensee list?

One adjacent list is both public and useful: the national e-cigarette standardisation technical committee publishes around thirty named members with their employers. Committee seats go to the firms a regulator considers to be the industry, so the member list is a short, high-signal roster of who actually matters, including several of the largest Shenzhen manufacturers.

04

Which other licences and certifications apply?

An export licence is a separate question from a production licence, and this dataset tracks the two independently on each factory profile, see export licence for what it covers. Certification is where expectations usually go wrong.

So the public certification trail for a vape device in China is thinner than for almost any other battery-powered consumer good, and the regulatory weight sits almost entirely on the tobacco-monopoly licence, the one roster that could not be confirmed to publish a structured table.

Questions people ask

What does STMA stand for?
The State Tobacco Monopoly Administration, China's tobacco regulator. It licenses e-cigarette production in named sub-types covering finished products, the atomised substance, nicotine and contract manufacturing, and it licenses wholesale separately.
Does a factory without an STMA licence break the law?
That is not a conclusion this site draws. An absence means a search of the published lists returned no match on the date shown. The published lists are flat company-name rosters with no identifiers, and no official licensee table was observed at all, so an absence cannot be read as a finding about a company.
Is there a public list of approved e-cigarette products in China?
None was found. The technical-review process is documented and conducted by named testing bodies, but no standalone public catalogue pairing manufacturer with approved model exists outside the closed trading platform, which is open only to licensed entities.
