Which Japanese records name vape importers?
Written from Section B of research/sources-apac.md, which corrects the common assumption that pharmaceutical classification produces disclosure.

Why doesn't pharmaceutical regulation produce disclosure?
Because nothing has been filed. Nicotine e-liquid is classified as a pharmaceutical and the atomiser as a medical device, and no nicotine vape has ever been approved or certified in Japan. A regime with no approvals publishes no approval records. Legal nicotine enters instead by personal import under an import-confirmation certificate with a monthly volume ceiling, and the health ministry publishes only aggregate issuance counts, never a name.
Cannabis vapes are a separate matter again: they are illegal under the cannabis control act and the designated-substances regime, so there is no registry to read, only enforcement releases. For Japan, the pharmaceutical column is a documented absence rather than a source.
One pharmaceutical file is still worth knowing about for its shape. The certified-device list is published as Excel with exact columns including the certification holder and, separately, the appointed foreign manufacturer, structurally the factory-and-importer pair this graph wants. No nicotine vaporiser appears in it, so the value is the template and the edge cases, not the rows.
Where does Japan name companies?
| Record | What it names | Cadence |
|---|---|---|
| 製造たばこの小売定価の認可 (MOF retail-price approvals) | Approval date, applicant company, brand and SKU, approved retail price, effective date | Several notices a week, as individual PDFs |
| 製造たばこ小売販売業許可者一覧 (licensed retailers) | Licensee name, store name, store address, publication date | Monthly, per regional finance bureau |
| NITE 事故情報データベース (product accidents) | Reporting business, for serious incidents that is the manufacturer or importer, and the product | Batched updates, back to the 1996 fiscal year |
| 消費者庁リコール情報サイト (recall portal) | Business name, item, publication date, response start date | Continuous since April 2012 |
| 税関 輸入差止申立て (border-enforcement applications) | Right-holder, registration number, mark, item, expiry, per accepted application | Rolling, with stable per-record URLs |
The price-approval notices are the centre of it. Every tobacco product's retail price has to be approved by the finance minister, and each notice is a published PDF carrying the applicant company, the brand and item, the approved price and the date it takes effect. That is a continuously updated brand-to-importer-to-shelf-price join, which is more than the pharmaceutical regime, the customs statistics and the patent office produce between them. The cost is parsing: a few hundred small PDFs a year, in Japanese, with an archive running from April 2023.
The accident and recall databases are Japan's back door to importer names. A serious product incident has to be reported to the state by the manufacturer or importer, so a lithium-battery vape fire names the party that brought the device into the country, an identity customs will never give you. Neither database publishes a CSV or an API, and whether the business name always displays was not confirmed.
Why can't you use Japanese customs data?
Two reasons, and the second is the one people miss. Japanese trade statistics publish a nine-digit statistical code by partner country, customs office and month, with quantity and value and no company field, that is the ordinary limitation, shared with every other jurisdiction in the region.
The two codes that carry the Japan signal are 8543.40-000 for hardware, 「電子たばこ及びこれに類する個人用の電気的な気化用器具」, verified verbatim, and 2404.12-000 for other nicotine-containing non-combustion products, which is the consumable. Sub-code wording beyond 8543.40-000 was not verified, so labels below that level should be re-read from the tariff before being hard-coded.
Which Japanese registers exist but are not published?
Access is otherwise unobstructed. Every Japanese source above has a Japanese-only interface except the statistics portal, the trade-promotion guidance and parts of the patent office, and none required a Japanese identity number, address or local entity. The only paid item is the commercial-registry record service, charged per record, which is the one place directors and capital can be read, the way to show that a brand and an importer are the same people.
Questions people ask
- Does Japan publish a list of vape importers?
- Not directly. Registration with the finance minister is mandatory for anyone selling tobacco they imported, but no published registrant list was located. The retail-price approval notices name the applicant company for every approved product, which is the closest continuously published equivalent.
- Why are some Japanese trade figures blank?
- Because of an explicit confidentiality measure: where only one or two firms trade a statistical item, quantity and value are suppressed on application to protect an importer's business secrets. The narrower the code, the more likely the suppression.
- Are nicotine vapes approved in Japan?
- No nicotine vape has ever been approved or certified. Nicotine e-liquid is a pharmaceutical and the atomiser a medical device, and with no approvals there are no product filings to read. Legal nicotine arrives by personal import under a volume-capped confirmation certificate.
